Organized January 2, 1822, from Ray County and named for Henry Clay, Kentucky congressman. Clay County (Kearney) is infamous as the birthplace of fabled outlaws Frank & Jesse James. The James' brothers are credited with the first known daylight bank robbery which occurred in Liberty City, just 10 miles from their home.
