Payne County administrative offices are located at 315 West 6th Avenue, Stillwater, OK 74074; phone: 405-747-8310.

Established in 1890, Payne County included land that was settled during the Land Run of 1889. The county was named for David Lewis Payne [1836-1884]. Payne has been referred to as the "Father of Oklahoma" for his organization of the "Boomer Army," excursions of settlers into unassigned lands, resulting in the Land Run of 1889.
