Eagle Harbor was founded in 1925 and incorporated in 1929 as one of the first African American resort towns in the state, developed specifically for Black middle- and upper-middle-class families at a time when segregation prevented access to other leisure destinations. Through most of its history, the town was overwhelmingly African American, with families often passing down cottages through generations.
Eagle Harbor maintained a nearly exclusively African American population, with a strong community identity rooted in its founding purpose as a safe and prosperous retreat for Black families.
From the 1980s onward, reports began mentioning an influx of White residents. By 1987, and again in the early 2000s, town commissioners observed that some homes were being purchased by non-Black families; residents expressed both surprise and acceptance at these changes.
The town's identity and built environment continue to reflect its historical role as a Black summer resort, but the demographic mix is gradually becoming more varied as a portion of dwellings change hands through sales or inheritance.
