Carroll County was created February 22nd, 1839. It was named for Charles Carroll of Carrollton, a statesman of the Revolutionary period, signed of the Declaration of Independence, and Senator from Maryland.

Located in the northwest portion of the state, the county is bordered on the west by the Mississippi River.
