Incorporated in 1925, Pine Beach (a speculative venture begun by Robert M. Horter in 1909) was originally part of Berkeley Township. Horter wooed prospective buyers with a free train ride to view the properties he had laid out. By the end of the first year of operation of the Pine beach Improvement Company, more than 100 lots had been sold and 22 dwellings had been completed.
