The town was settled about 1876 when a post office was established (and named) by Thomas Hoover on his Hoover Creek Ranch. Hoover partnered with Thomas Watson in 1881 to open a store, and moved the post office to that location. The town was incorporated in 1891 with Hoover serving as the first mayor.
