Incorporated in 1967 and operating on a mayor-council form of government, the Town of Montreat, North Carolina is nestled in the Appalachian Mountains 15 miles east of the city of Asheville. The Town is best known as a national conference center for the Presbyterian Church (USA), which is managed by the Mountain Retreat Association, and for Montreat College, a small Presbyterian liberal arts institution. In addition, the Town accommodates 35,000 visitors each year, with an estimated 17,000 of those visitors during just ten weeks of the year—a stark contrast to the 630 residents reported by the 2000 Census. The major stakeholders in town affairs are the Town as a municipal body, the Mountain Retreat Association, Montreat College and cottage owners and town residents.
